On September 18, the Cedar County Sheriff’s Department made a gruesome discovery of dead and neglected animals at a property on 675 Road near Stockton after a neighbor reported a pit bull had been killing her chickens. Rhonda Heard, formerly of Stockton, was arrested, prosecuted, and will go before Cedar County Judge Jacob Dawson today for a bond reduction hearing. She is charged with animal neglect, animal abuse, and property damage, all misdemeanors carrying fines and/or sentences. She is being held on a $5,000 bond, and Sheriff James McCrary said more persons may be charged with the case.
